WIP: Fire and Water

Hey guys!

Here's my WIP entry for ~Somnivus's contest which ends tomorrow.

I'm kind of stuck where to go from here... Should I do cell shading on the characters and full background shading? Or should I fully shade everything? cell shade everything? Fffffff. I don't know what to do.
